Is it possible to use an external mail server (i.e., a server outside your ISP) to send the SMTP requests? If not, are there plans to add such a feature? I'm having trouble finding an ISP that will allow me to use this software effectively.

No it is not possible as eMail Verifier needs to connect to each recipient SMTP server. You can't check if an e-mail is good connecting to your SMTP server.
